Welcome Message

URSI-RCRS is a biannual conference which was hosted by INC-URSI (Indian National Committee for URSI (International Radio Science Union)) under Indian National Science Academy till 2017. The URSI-RCRS conferences attracted a wide number of researchers across India in the area of radio science. The last three series under RCRS have been organized very successfully and generated huge interest among the radio science research community. Therefore, the Indian Radio Science Society (InRaSS) was created and registered to host all future RCRS conferences and for spreading Radio Science in India. In 2019, InRaSS hosted the highly successful URSI flagship event called the Asia Pacific Radio Science (AP-RASC 2019) conference in New Delhi during 9-15 March, 2019. The meeting was attended by more than 750 delegates from all across the world. The proposed URSI-RCRS 2020 will be hosted by the IIT-BHU, Varanasi under the auspices of InRaSS and show a path toward the URSI General Assembly to be held in Rome in August 2020.
The URSI-RCRS 2020 scientific program will deal with research areas that broadly cover the Ten Scientific Commissions of URSI – namely, Electromagnetic Metrology; Fields and Waves; Radio-communication Systems and Signal Processing; Electronics and Photonics; Electromagnetic Environment and Interference; Wave Propagation and Remote Sensing; Ionospheric Radio and Propagation; Waves in Plasmas; Radio Astronomy; and Electromagnetics in Biology and Medicine. All the submitted papers will undergo a peer review process by experts on the subject and, if accepted, will be assigned to the appropriate session for presentations.
The main objective of the Conference is to review current trends in research, present new discoveries and make plans for future research work or for specific projects. The URSI-RCRS 2020 will feature technical sessions – comprising both oral and poster presentations, invited plenary lectures as well as an exhibition of products related to radio science. An equally important objective will also be to encourage scientific exchange and fellowship amongst industry colleagues and academicians or professionals in India. This conference will be an occasion for delegates to make new acquaintances and strengthen existing friendships.

Call for papers

The URSI-RCRS 2020 Scientific Program Committee cordially invites you to submit papers for oral and poster presentations in the conference. Authors must electronically submit either an Extended Abstract (minimum 250 words, maximum one page) or a Summary Paper (minimum two pages, maximum four pages) by 15 November, 2019. Papers are solicited in research areas that broadly cover the Ten Scientific Commissions of URSI, as mentioned below:

One author registration will allow presentation of up to two papers in the conference. Papers presented at this URSI-RCRS 2020 will be submitted for posting to IEEE Xplore. Paper Submission Guideline


Paper Preparation:

The conference will have invited and contributory papers. The invited papers will be presented during oral sessions whereas all the contributory papers will be presented during oral sessions or interactive sessions using posters. Accepted papers presented at the conference will be submitted for inclusion in the conference proceedings as well as in IEEE Xplore.
• The Scientific Program Committee encourages submission of original, unpublished, clear, accurate, and relevant papers in any of the topical areas covering broadly the ten commissions of URSI.
• All submitted papers will be peer reviewed by the Scientific Program Committee and selected for either oral presentation or poster presentation.
• Authors will be asked to submit their papers, written in English, via the online submission system before the deadline of October 31, 2019 at (23:59 Indian Standard Time).
• For submission, the paper has to be prepared according to the requirements below. If the author is entering the Young Scientist Competition (YSC) or the Student Paper Competition (SPC) he/she would need to read those instructions as well. Additional information will be needed.
• All submissions must be in the form of an IEEE Xplore-compatible PDF file. The format should be in accordance with three different paper standards for URSI meetings, as given in the following templates. The templates below also describe the page limits and other requirements.


Please note the acceptable formats for different categories of submission.
• Contributed and Invited Papers: The authors must submit either an Extended Abstract or a Summary Paper .
• Young Scientist Awards (YSA): YSA applicants must submit a Summary Paper .
• Student Paper Competition (SPC): SPC applicants must submit a Full Paper (a maximum of ten pages), which is used for only for judging. The applicant must also submit either an Extended Abstract or a Summary Paper on the same topic.

• For the paper submission, in order to generate IEEE Xplore-compatible PDF files, all authors must use the IEEE PDF eXpress service. For URSI-RCRS 2020, the PDF eXpress details are found here: Paper Preparation .

Authors should please note that:
• All authors must agree to the copyright conditions available as part of the online submission process.
• Each author can register as the presenting author for a maximum of two papers.
• Extended Abstracts and Summary Papers will be included in the conference proceedings, with an ISBN number.
• Extended Abstracts and Summary Papers for those authors who execute the optional IEEE copyright agreement and which are presented at this URSI RCRS 2020 will be submitted for posting to IEEE Xplore.
• For the SPC applicants, Summary Paper or Extended Abstract should be submitted to the appropriate session. This means that the ten-page Full Paper will not be included in the Conference proceedings (Full Papers will not be published to ensure that there are no subsequent prior-publication issues for those students who later wish to submit their work to a journal). The Summary Paper or Extended Abstract will be included in the conference proceedings.

All papers must be submitted on-line using the link. Submissions by emails and other means will not be accepted. All invited / regular submission papers must be registered via the URSI RCRS 2020 on-line paper submission system.
• Step 1: The on-line paper submission link is provided at the bottom of this page. Please read all the instructions given in the following steps prior to paper submission.
• Step 2: If you are visiting for the first time, please register by creating your login ID and password. Login if you are a returning visitor. Your Login ID will be your Email address
• Step 3: Submit your paper in the form of an Extended Abstract or a Summary Paper, as applicable, via Regular Paper Submission with your ID & Password no later than October 31, 2019.
• Step 4: After your paper submission, you will receive the confirmation letter from the URSI RCRS 2020 Secretariat including your paper Title and the other specific information by e-mail. If you do not receive it within a week after your paper submission, please feel free to contact us at (2020rcrspapers@gmail.com).
• Step 5: If you are a YSA applicant, you will have to upload additional information, such as – your CV and Publications List.
• Step 6: If you are an SPC applicant, you will have to upload additional information, such as – your Full Paper and a Letter from your Student Advisor.
• Step 7: There is a possibility that you may have made errors while entering the information during the submission, which you would like to correct. For this, please log in again submission links above. On the right top corner, please click on ‘My Submissions’. Your submissions will be listed. Please edit/modify the information and/or your submission as required.

Young Scientist Award (YSA)

The Young Scientist Award (YSA) of the 2020 URSI Regional Conference on Radio Science (URSI-RCRS 2020) is open for applications. To qualify applications for the YSA, the applicant must be:
1. Less than 35 years of age as on 1 February, 2020
2. The principal author of a paper submitted and accepted for oral or poster presentation at a regular session of URSI-RCRS 2020

Applicants from all over the world, including regions that do not (yet) belong to URSI, are welcome. Applicants interested in promoting contacts between developed and developing countries are highly encouraged. Applications should be completed electronically on the URSI-RCRS 2020 conference website by the deadline of 15 November, 2019. Every YSA applicant must submit the following documents in PDF format, through the Paper submission webpage:

• Full-length paper (4 pages) in IEEE Format
• Full CV
• Complete List of Publications separately mentioning Journals & Conference Proceedings

The URSI-RCRS 2020 Young Scientist Program (YSP) Committee will peer-review the applications, and select the awardees at the end. The YSP Committee will notify all the applicants of the review results by email on 01 December, 2019. Within three days of notification, every YSA awardees must confirm that he/she will attend URSI-RCRS 2020. By 31 December, 2019, the list of the YSA awardees will be announced on the URSI-RCRS 2020 website. The YSA awardees will receive:

• Free registration
• Reimbursement of local accommodation with a ceiling of INR 5000

The YSA awardees are required to attend the official Conference Banquet, where the awardees will be announced. All the YSA awardees are also required to attend the URSI-RCRS 2020 Student Paper Competition (SPC) Special Session, where they will be asked to contribute to evaluations of the presentations by the five SPC finalists.

Student Paper Competition (SPC)

The Student Paper Competition (SPC) of the 2020 URSI Regional Conference on Radio Science (URSI-RCRS 2020) is open for applications. Full-time university students from any country, who is the principal (first-named) author and the presenter of a paper (oral or poster) at a regular session of URSI-RCRS 2020, are eligible for application in the SPC.
Applications should be completed electronically on the URSI-RCRS 2020 conference website by 15 November, 2019. For SPC submission the following documents (in PDF format) must be submitted simultaneously through the Paper submission portal:
• Full-length paper (4 pages) IEEE paper style: The instructions given on the conference website must be followed for preparing this.
• Electronically scanned Letter of Certification from his/her advisor(s): This should be printed on the university letterhead and signed by the applicant’s advisor, clearly stating that the applicant is a full-time university student for a degree at the time of application. For a paper with multiple authors, the letter should emphasize that the role of the authors other than the applicant was primarily advisory in nature.

The URSI-RCRS 2020 Young Scientist and Student Program (YSSP) Committee will peer-review the SPC applications. Five finalists will be selected at the end of the review process. The YSSP Committee will email all the SPC applicants on 7 December, 2019, notifying them about the review results. On 31 December, 2019, the list of the SPC finalists will be announced on the URSI-RCRS 2020 website. Within two weeks of the notification, every finalist must confirm that he/she will attend URSI-RCRS 2020. The SPC finalists will receive:

• Free registration
• Free accommodation covering the full conference duration (3 nights)

Note that, basic accommodation will be provided by the URSI-RCRS 2020 organizers. In case the SPC finalists arrange for alternative accommodation, they have to bear the entire expenses on their own.

The SPC Special Session, open to all URSI-RCRS 2020 participants, will be scheduled during the conference duration. All the five finalists should check into the allotted accommodation on 11 Feb, 2020, and

(i) Present their papers orally in the SPC Special Session
(ii) Present their papers in regular sessions (oral or poster)

The finalists also have to attend the official Conference Banquet, where the winners will be announced. At the SPC Special Session, members of the URSI-RCRS 2020 YSSP Committee will judge presentations by the five finalists and select the three winners (1st, 2nd, and 3rd prizes), who will receive:

(1) 1st prize: Certificate and INR 5000
(2) 2nd prize: Certificate and INR 3000
(3) 3rd prize: Certificate and INR 2000

The two non-winning finalists will each receive “Honorable Mention” certificate identifying him/her as a finalist at the Conference Banquet.

From Airport to IIT(BHU):
The approachable airport to the city is Babatpur which is approximately 35 km away from BHU. One can easily get a direct flight to Varanasi from cities like Delhi, Agra, Khajurao, Kolkata, Mumbai, Lucknow and Bhubaneshwar airport. The taxi charges from Airport to BHU Campus are about INR 800/-..

From Varanasi Cantt. (Junction) Railway Station to IIT(BHU):
BHU Campus is about 10 km from Varanasi Junction railway station. Round the clock Auto/Taxi services are available from Varanasi Junction railway station to BHU (Lanka). The tentative charges are for reserve auto, INR120-150/-, shared auto INR20/- and for taxi, INR 300/- to 350/-.

From Manduadih Railway Station to IIT(BHU):
BHU Campus is about 5 km from Manduadih Railway Station. This station connects mainly Varanasi within Uttar Pradesh/New Delhi and there is one weekly train from Rameswaram to Varanasi. Auto/Taxi services are available from Manduadih station to BHU (Lanka).

From Deen Dayal Upadhyay Junction (Earlier Mughal Sarai Jn.) Railway Station to IIT(BHU):
